The Downtown Denver Partnership (DDP) with the Downtown Denver Business Improvement District (BID), Regional Transportation District (RTD) and the City and County of Denver is happy to announce the commencement of a long-term planning process for the 16th Street Mall. For the past 25 years, the 16th Street Mall has met and exceeded all of the objectives of its original grand vision. It is now necessary to holistically reevaluate the Mall’s design, land use patterns and more so that this critical landmark remains vibrant and successful over the next 25 years.
The 16th Street Plan: A Vision for the Future is a 18- to 24-month comprehensive study containing a strong public participation component. The 16th Street Plan will include the following:
- A careful analysis of the Mall’s current conditions, its strengths and weaknesses
- Recommendations for short-term actions to reduce maintenance expenditures
- A comprehensive reinvestment plan and management plan
- An implementation strategy, which includes the identification of funding sources for capital improvements and ongoing maintenance
The 16th Street Plan began with the establishment of a Steering Committee, followed by a public meeting on April 8th and a Urban Land Institute (ULI) panel discussion in early May. Read below for more details on the Committee and these two special events.
The 16th Street Plan Steering Committee will oversee the planning process. It will be composed of 24 public and private officials representing important constituencies and stakeholders in Downtown Denver, including:
- public agencies
- major employers
- property owners
- residents
- the design and historic preservation communities
- and other Downtown business interests
The main role of the Steering Committee will be to articulate the vision for the Mall and make primary recommendations for its future configuration and design.

The Partnership sponsored a 5-day ULI Panel Discussion the week of May 12th – 16th. The objective of the panel discussion was to consider the future of the 16th Street Mall. The panel was comprised of 10 practicing nationwide experts who approached the project fromfour key perspectives: Market Potential, Planning & Design, Development Strategies and Implementation. In o rder to get an impartial position on the future of the Mall, ULI selected panelists from areas outside of Denver who have an objective opinion about the Mall. The week included a number of events, including a tour of Downtown Denver and a series of stakeholder interviews. The panelists gave an oral report of its initial findings on the morning of May 16th and will present a written report for the Steering Committee's review and ongoing consideration as the Committee guides the planning process over the next 18 - 24 months.
ULI is a non-profit education and research organization that fosters and encourages high standards of land use planning and development. Established in 1936, ULI is recognized as one of North America’s most respected and widely quoted sources of objective information on urban planning, growth and development. ULI currently has nearly 30,000 members including land developers, public officials, academics, lenders architects, planners and urban designers.
Through the Advisory Services Program, ULI assembles panels of practitioners representing these fields to evaluate different planning and development projects nationwide.
